Hello Brian - It turns out that chambers used for emissions testing are not 
suitable for antenna/rx sensitivity type of
measurements due to excessive reflections.  OATS and chambers are considered 
suitable for EMC 
work if the chamber calibration is met with a +/- 4db spread for emissions  and 
a 6db spread for immunity.  
I am told (and our experience backs this up) that this calibration range is 
just unacceptable for the types
of measurements we are trying to perform.

Have no answer, but have questions because I am an EMC amateur, and thought 
that this could be done at any OATS or 10m chamber.

Thought that link budget was done using parameters of free space loss and rx 
sensitivity and tx power. For this characterization, why is a speacil chamber 
required? Would this also done using other than line of site and changes in 
enviroment, antenna alignment, etc? Is this the same thing as 'fade margin'?
