Since LPS used, and if power source approved per UL1310 and CSA No.223, the
AHJ's only NEC construction concern is article 725, which may or may not be
scoped for intended end-use equipment.

In IEC terms, this could be considered Class III equipment, and the NRTL/SCC
report would mostly emphasize the power source if there are no other
external connections or internal hazardous voltages. So safety compliance
would be a minor issue, and there would be much latitude of the materials
'downstream' from a Class 2/LPS power source. Regardless of low voltage or
power levels, ITE and lab instrument safety standards have additional
material requirements for some intended end-use operating conditions. 

The more difficult case would then be the EMC report, where you must specify
all equipment combinations, so there is less 'choice' of materials. The
standards giveth and taketh away.

Yes the unit is supplied by external power supply source with SELV, LPS
output.

The complete unit will be NRTL certified. My question is whether we need to
consider complete monitor (it is for building-in, not consumer monitor) as
critical component or I can leave it out of list of critical components)? In
case we need to put it in list of critical components, can I describe it by
internal parts/components (e.g. connector, panel, etc)?

Manufacturer of final unit is buying the monitor and cannot apply for NRTL
approval without cooperation of monitor manufacturer.

Why do you find approval of the panel useless?

Hello Bostjan:

If the LED monitor runs on mains voltage, then
it must be certified by an NRTL.

If it runs on low voltage, it need not be certified
by an NRTL.  But, I would get it certified anyway
as it is easy, not time consuming, and cheap.  And,
it avoids any problems.
 
The UL-recognized LED panel is of no value unless
you certify the whole display.
