Gary, Would plugging your USB test article into a laptop, or an all-in-one, be a valid, representative setup that your customer could possibly employ? If so, then using a laptop or an all-in-one *could* be a legitimate test set-up.
When faced with multiple possiblities involving what an EUT might plug into, I have generally done enough investigation to find the worst case scenario, then went with that. In other words, does your EUT behave worse with the laptop set-up, the all-in-one setup, or the desktop PC setup? Does it behave the same no matter what platform you plug it into? If it behaves the same in any platform, go with the one that is least likely to have emissions issues that have nothing to do with your EUT.
