Thank you for the answer.

It is the word "if" in the beginning of the sentence that to me indicates
that there is the other possibility "if not" as well.

Edition 1 of 61010-1 (from 1993) had a somewhat clearer wording stating that
there must be an overcurrent protection device in the equipment, and the
changing of the wording could indicate that the requirements had changed.

It's quite clear that the device must be within the equipment.
