That is basically correct if the secondary is accessible to the operator. If the secondary circuit is not accessible to the operator then Basic is allowed. Refer to Annex D for all the different combinations and situations.
The Test Voltages for solid insulation is found in section 6.7.2.2.1 table 5. For 230V AC Mains, the test voltage for Reinforced is 3000Vrms or 4200Vdc (1500Vrms or 2100Vdc for Basic).
