that even though the standard has physically been made available on or
after the ?dav? date, it has not ?officially? been published until the
dop date.
The reason for this 'game' is that 61000-6-2 and standards like it
should NOT use undated references, as they cause precisely this problem.
But go talk to a brick wall.
