Will that apply to the harmonized standards for the LVD?

Yes, but the dow is 2019-06-20, so it is unlikely to be made mandatory by the Commission before then.

Is there a plan for a UL 62368-1 like there UL 60950-1 or maybe UL will succumb and just use the IEC/EN 62368-1 as is?

There is, or will be, a UL version, with differences.

Five years is definitely not too long a period for getting up to speed with the new standard, partly because it is still not stable; changes are in the pipeline. And remember that the companies that sent people to help produce the standard are many years ahead of those that didn't.
