It is hard to know when the transition to 62368 will be
completed country by country since the internal work to implement the new
standard is done independently of the IEC work. In North America and Europe
the work has been carried on in parallel and the implementation is a fait
accompli (considering the National Deviations) when the IEC standard is
completed.
Countries will, for the most part, accept the new standard
the way the standard is written - adding National Deviations as needed
(which will be similar to the ND's already applied to the fading standards).
Finally, it has been noted, that the new 62368 standard is
not a static document, the TC is continuing to work on it to address issues
that have been raised, including some new issues which were not previously
addressed. Remember that the prior standards, especially 60950, never
remained static for any long period of time; for 25 years or so it was
always under review and revision.
What is known with more certainty is the DOW for the present
standards (60065 and 60950) is 2019 (a generous conversion timeline for
manufacturers). Further, the countries which now accept the present
standards certifications know that these standards are beyond the 'keeping
up to date' stage by the IEC TC 108 committee (which has been public
knowledge for some time).
From a test house perspective for those working in any
country which will need to replace the certification process from the
present standards with the new standard there is need to start looking at
the new standard to begin to understand how it deals with the usual issues
and whether or not the review and test process will have to be changed in
any significant way.
Some test houses have been accepting evaluation projects for
some time and are developing experienced staff in 62368 evaluation.
The TRF for 62368-1 has been available for some time and it
will be updated as needed to support changes in the standard. Even tho
this discussion has been presented in a neutral way, there are significant
changes in evaluation and testing procedure needed for the new standard and
the sooner the group starts on looking at it the better prepared they will
be for implementing it when a manufacturer comes in the door and asks for
their product to be evaluated and certified to the new standard.
From a manufacturers perspective it is important to begin
looking at the new standard in light of current design practices. The
review of a product against the new requirements will highlight areas where
the requirements are changed in a way that might affect the design and will
have to be fundamentally reviewed plus areas where the present standards do
not cover the requirements fully so conformance of the present product is
unknown.
Some manufacturers are already having their safety team
reviewing products against the new standard to identify the areas of concern
and put plans in place to move the design practices into compliance with the
new standard.
In summary, knowing the dates for which each variant of
62368 will be needed to fully organize the certification of any product for
worldwide distribution with the proper certifications completed. Waiting
until they are issued is way too late to be able to provide 62368 certified
product broadly, in my opinion.

Dear experts,
Does anyone know what is the current situation with acceptance of new hazard
based standard worldwide. As far as I know, EN 62368-1 is harmonized
standard in EU and UL 62368-1 in US/CAN. What about other countries, what is
the plan there?
In particular I am interested in China, Japan, Australia, Korea, Taiwan,
Argentina.
