The LVD doesn't apply to the product itself, only to the adapter. But in the Americas, things are different.

One point is what sort of 12 V battery? If it is a sealed lead-acid or a large Li battery, then you need to look at what happens if it is short-circuited, not only directly but at any point in the circuit.
