I need a standard for deterring the deer from eating my landscape.

It seems in recent years with the smartphone is becoming nearly ubiquitous, 
there is a commonly heard expression, "There's an app for that".  Less common 
but still often heard in professional circles is, "There's a standard for 
that".  It appears this expression is true or at least, it ought to be true. If 
it is not true today, it probably will be very shortly.  Case in point is IEEE 
1264™-2015 Guide for Animal Deterrents for Electric Power Supply Substations.
