It's likely that a low-PRF, short pulse able to even approach the QP
limit would require amplitudes high enough to drive a broadband front
end into overload and saturation, adding IMD products to whatever other
emissions an EUT might generate and reducing the _*measured*_ level of
other emissions that could exceed a limit.
