Oops I’m sorry. I should have said “infrared devices for personal care fall under a different standard”. IR/UV devices whose primary purpose is illumination fall under 55015 still. 14-2 is the immunity standard while 14-1 is an emissions standard. Here’s a good information resource: http://www.iec.ch/emc/pdf/cispr_guide_2010.pdf When I look at that the scopes seem like they may be slightly different. I’m guessing this is classified as a household appliance, however, and therefore it falls under both. I may be wrong, but it seems to be the best fit.

So it would actually be beneficial for it to count as a lighting device. With that said, 55015 seems to be written for devices with a primary function of illumination. For example, photocopiers, refrigerators, ovens, lighting equipment for road vehicles, are all exempt because lighting is secondary. Also, if infrared devices fall under a different standard. After a little searching around, I think you are looking for CISPR 14-2. “CISPR 14-2 is applicable to electrical apparatus for household and similar purposes, as well as electric toys and electric tools, with rated voltage being not more than 250 V (single phase) or 480 V (multi phase) including: - Electrical Household equipment and Portable Tools; - Agricultural equipment such as electric fences, milking machines, etc: - Electric toys such as toys running on tracks, etc; - Electronic regulating controls; - "Single components”, such as heating thermostats, etc; - Microwave ovens for domestic use and catering; - RF cooking hobs and ovens and induction cooking appliances; - UV & IR radiators for personal care.” That last one seems to be about right.
