I posed that question to the FCC many years ago and got the answer that the transmitter operating frequency now becomes a frequency of the host device. Therefore a device that operates at, say 50 mHz but has a Wi-Fi transmitter installed shall be tested to the frequency specified in 15.33 based on the 2.4GHz radio.
