Hello Ian, In my opinion, you could use the original equipment manufacturer's (OEM's) reports as the basis of your own Technical Construction File (TCF), but you would likely still need to do additional testing and review. Your TCF should include information sufficient to document that the OEM's product with your external power supply (EPS) complies with applicable safety, EMC, radio and RoHS requirements. I recommend obtaining the full reports from the OEM and reviewing them to determine what areas of compliance might be affected by an alternate EPS.
If the OEM's product has a standard power connector, the OEM has a responsibility to ensure that it is safe with a third-party EPS. However, a "responsibility" isn't necessarily a "requirement". This is particularly true with connector types such as barrel jacks where voltages and currents can vary significantly. That being said, it shouldn't be too difficult to show that your replacement EPS provide substantially similar voltage and sufficient current for the OEM's product. I have seen EMC problems between EPSs and host devices that aren't always immediately obvious. The OEM's product may depend on some filtering in their EPS to limit conducted emissions. Your replacement EPS may allow more noise or different frequencies to pass onto the power line bringing the system above conducted emission limits. Conversely, the EPS provides some protection for conducted immunity and that too would need to be checked with the replacement EPS. In a few instances, I've seen EPSs that generate noise that interferes with the function of a device. For example, a touch-screen computer may exhibit false touches due to noise from a third-party EPS interfering with sensors. Repeating all of the required testing is not likely necessary, but I would recommend looking at all of the areas of compliance to determine which could be affected by an alternate EPS and running the necessary testing to validate that the new configuration is compliant. The router comes with all the necessary approvals and safety reports tested with its own wall wart psu. However; are these documents still valid it we swap the PSU with our own PSU?
