After some internet searching I found the complete, 350 page, "Electrical Shock Safety Criteria: Proceedings of the First International Symposium on Electrical Shock Safety Criteria" by M. Vainberg (Author), J. E. Bridges (Editor), G. L. Ford (Editor), I. A. Sherman (Editor) available on Amazon, both on the USA and UK Amazon stores. The Amazon proceedings are available in hard cover, paper back and Kindle formats. If you do an internet search on the full title, you can find several other sources of these proceedings in both electronic and book form, used book sources are often the cheapest.. The proceedings contains referenced article by Richard Nute. Like so many old papers the proceedings offers background as to why things are what they are today. I recognised chunks of material that are in the IEC 60479 series. I think It represents a useful addition to the library of an electrical safety engineer.
