Thanx for finding this archive which represents a substantial
portion of work by modern researchers in electric shock. This symposium in
1983 was the first international electric shock meeting for quite a long time.
It was well attended by many researchers (including folks involved in the IEC
60479 effort). The proceedings provided a needed update to the earlier work of
the 1940s, 50s and 60s which were published in technical journals.
There was a 2nd conference ‘Contributions to the first aid and
treatment of electric current accidents’ focusing on electric pathology and
held in Freiburg Germany in Sept 1986 hosted by Dr Hauf (who was also a
convenor of IEC TC64/WG4 -60479 folks). The conference proceedings were also
published (in German). This information has also been available to the members
of TC64/WG4. I’m not aware if it is publicly available, like the earlier
symposium – which you unearthed.

After some internet searching I found the complete, 350 page, "Electrical Shock
Safety Criteria: Proceedings of the First International Symposium on Electrical
Shock Safety Criteria" by M. Vainberg (Author), J. E. Bridges (Editor), G. L.
Ford (Editor), I. A. Sherman (Editor) available on Amazon, both on the USA and
UK Amazon stores. The Amazon proceedings are available in hard cover, paper
back and Kindle formats. If you do an internet search on the full title, you
can find several other sources of these proceedings in both electronic and book
form, used book sources are often the cheapest..
The proceedings contains referenced article by Richard Nute. Like so many old
papers the proceedings offers background as to why things are what they are
today. I recognised chunks of material that are in the IEC 60479 series.
I think It represents a useful addition to the library of an electrical safety
engineer.
