Greetings,I have a customer asking why a RSU class C is restricted to 400 
meters with max power of 20 dBm (see table below)?  They want to understand why 
1000 meters can't be used for RSU class C with max power of 20 dBm.Are the 
communications zones used to ensure a level of signal quality for the users?
