I believe Mark’s comment is over the top. The NRTL test houses can be drawn into court cases and they will confirm that the product tested met the requirements of the standard. Then the argument becomes whether or not all of the safety issues are properly covered in the standard; today the development of the standard is not under the sole control of the test house. That leaves some of the responsibility on the standards development folks who seem to be working at arm’s length from the assessment.
