I think he was kidding as engineers at the time derided Gore’s statement.
Probably AT&T Bell Labs and the military are most responsible for developing the Internet, having watched the process myself at Bell Labs. In the 70s, we were using things like email and I was using networks that became the Internet to do my work. Bell Labs, the military, and UC Berkeley had close relationships back then. The Internet grew up on Unix from Bell Labs (https://www.bell-labs.com/var/articles/invention-unix/) and the C programming language (http://www.devtopics.com/programming-language-inventors/) No Bell Labs -> no C -> no Unix -> no Internet today. No one had even heard of the name “Gore” back then. I believe he was in divinity school at the time. Gore, to my knowledge never had any education or experience in engineering. BTW, Internet is a proper noun and should always use a capital I! All this happened 50 years ago when I was a young engineer at Bell Labs and I remember it like yesterday. Much of the technology we use today in electrical engineering had its origins in Bell Labs and the military (the two were highly connected at the time). A few examples of Bell Labs technology: 1) Circuit simulation: the same simulator we use now (Spice by Larry Nagel who then joined Bell Labs where it was further developed and internally called Advice). I was the first at Bell Labs to use it to design analog integrated circuits and a poly cell digital IC. 2) Cellular phone technology 3) linear opto-isolators 4) Solid state circuits (transistors, ICs) And too many more to list here. I feel fortunate to have been at Bell Labs when all of this was happening and to have been given the freedom there to explore whatever I wanted to much of the time. Eventually my experience there led to my website and its nearly 300 papers and articles (http://emcesd.com or https://emcesd.com whichever you like). The soul of Bell Labs went in to be reborn in Silicon Valley, although it is slowly dying there. Silicon Valley is not nearly as exciting and innovative as it used to be except in a few fields like medical robots and automotive technology. Title -Product Safety and the New IoT Abstract - The IoT (Internet of Things) has been around since Al Gore invented the Internet. It has provided consumers and corporations direct and indirect access to information and devices, both local are remote, that continues to enrich the understanding and awareness of our world while providing the ability to sense and control well beyond our immediate reach. There is a great deal about the IoT that has not changed. The ability to communicate, connect, sense and actuate things is one of the most important attributes of a functional IoT. Blended in with the promise and the hype of “IoT everywhere, every day for everybody” is now a broad sense of new risk. Part of these risk concerns are nothing new but in a broader applications context, there are new risks that must be competently addressed. Regulators, standards bodies, consumer protection advocates, consumers and industry are clamoring to close gaps whether they be real or perceived. So what’s changed? We will look at some of the fundamentals that are changing the IoT and the new challenges, risks (and benefits) the evolution brings to the product safety community. He manages a diverse international group of subject matter experts within IBM that are committed to provide safe and compliant solutions, products and services on a global scale. As a Senior Technical Staff Member, Bob is responsible for coordination and direction of IBM’s of policy development, certification and licensing activities, and technical standards development for product safety and hardware compliance. He also severs as a subject matter expert for the product safety and conformity assessment community both internal and external to IBM. External to IBM, he serves in numerous standard's development organizations both within the US and internationally. Bob is currently the US Technical Adviser to the International Electrotechnical Commission (IEC) for the Information Technology, Communications and Consumer Electronics industries. He has served as a US expert in international standards development for more than 15 years where he received the IEC’s 1906 Award in 2011 for his leadership and technical contributions in the development of international product safety standards. Bob is presently the Chairman of IEC TC108 (Safety of ICT) and the Convener of its primary Working Group (HBSDT) charged with the development of future ICT safety standards for ICT products. He is also serves on the US National Committee to the IECEE responsible for international reciprocity of testing to international standards. Bob has presented at numerous seminars and symposia on a variety of topics including Hazard-based safety engineering, positive regulatory practices, technical standards and the interplay of standards, conformity assessment and regulation that frames today's product safety and hardware compliance disciplines. Prior to joining IBM, Bob spent 14 years at Compaq Computer Corp. where he managed the Product Safety and Regulatory Compliance group. He holds a Bachelor of Science degree in Electrical Engineering (BSEE) from North Carolina State University.
