Changing the wording of regulatory labels – while desirable from an efficiency standpoint – is risky. The regulatory labels are baked into legislation and not to be trifled with.

However I cannot speak for some of the other regulatory labelling statements around the world. Quick note for you: The FCC statement “This device complies with part 15 of the FCC Rules. Operation is subject to the following two conditions: (1) This device may not cause harmful interference, and (2) this device must accept any interference received, including interference that may cause undesired operation” should appear on the product, unless the product is too small or the labelling area is too small, in which case it can appear in the user manual. The ISED statement has changed a bit since the example you gave below; it is now: “This device contains licence-exempt transmitter(s)/receiver(s) that comply with Innovation, Science and Economic Development Canada’s licence-exempt RSS(s). Operation is subject to the following two conditions: (1) This device may not cause interference. (2) This device must accept any interference, including interference that may cause undesired operation of the device.” ….and that is always in the user manual, not on the product. So, if the FCC statement cannot appear on the product, and it therefore goes in the user manual, then it is ok to combine these two statements into one statement. (noting that the Canadian one must be in French too 😊 ) Merci, Michael. For example, “This product complies with Part 15 of FCC Rules & Industry Canada license-exempt RSS-210, RSS-310, etc. … Operation is subject to the following two conditions: (1)This device may not cause harmful interference, and (2) This device must accept any interference received, including interference that may cause undesired operation.” In this example Conditions of Operation from FCC and IC (ISED) are nearly identical, hence the combined statement on a product label. Whose statement gets relegated to the user manual when product label area is minimal? What if user documentation is extremely limited, such as a single safety warning/caution sheet? Looking for accounts where combining statements like the above caused issues with NRTLs or certification inspectors. Asking for instances outside of North America, as well.
