It mentions a Study Question 18 (Brussels 1956): “what method should be used when applying limits for radio interference to appliances in large-scale production?” I could not find anything more on this, but it looks like a kick-off for the statistical evaluation. I don’t know about anything prior to that. VDE 0871/6.78 is also the only place I’ve seen a requirement that if a single unit is tested then a 2 dB margin is required. Ghery S.
