The end product Standard usually indicates minimum flame ratings. Also, many Standards allow a end product flame test if the material rating is lower than required.
Typically (per UL 746C) – 94HB minimum for attended use products. 94V-2 minimum for unattended use, cord connected products. 94-5VA/B minimum for permanently connected (to the building) products.
