You may want to check the consolidated version of the Radio Equipment Directive <https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX%3A02014L0053-20231001>, particularly Annex Ia, Part I. It doesn't mandate USB-IF certification, but requires compliance with specific EN IEC standards.
