Your partner is misguided. the IEC 61000-4-X series are methods of measurement standards, called 'Basic' standards. Products do not comply with them, but with the relevant product (or product-family) standard that sets limits and refers to the 4-X standard for the method of measurement.

IEC 61000-4-3 is certainly still in effect. See:
