John, I am not a expert on that standard, however I have had to deal with
fires and enclosures. What I found out many years ago when that happened
was V0 materials were lower cost than HB material. I do not know if that is
true for all vendors or if it was just who we were using and the specific
material. I was told at the time V0 was a higher volume material and
therefore lower cost. Since then I always recommend V0 material for enclosures.
The other thing is what if standards change and require a higher grade
plastic to continue listing? That might require cutting new molds for the
parts. One product I was involved with the standard changed and started
requiring V0. The vendor called in a panic, I then pointed out we were
already using V0. That didn't help his other customers, but I didn't have a
panic.

I find it interesting when searching for “propagate” it only refers to
insulated wire and cables shall retard propagation (9.3.2b)). I believe
propagation of flame should also be a requirement of polymeric materials
near ignition sources.
All that said, although we can argue items 1 and 2 above do not need a
flame rated enclosure, I feel 94HB should be the minimum and guessing a
NRTL/Certification Body would feel the same.
