The Irish wiring rules are based on IEC 60670-21. It states that the fixing of a luminaire shall be capable of supporting a mass of not less than 5 kg. Any heavier and the installer has to ensure that the fixing means is capable of supporting the mass of the luminaire. It also refers you to IEC 60364-5-52:20.
