EU LVD standard EN 60598-1 has the following:

4.14.2 The mass of the luminaire suspended by flexible cables or cords shall 
not exceed 5 kg
per flexible cable or cord. The total nominal cross-sectional area of the 
conductors of flexible
cables or cords suspending pendants shall be such that the stress in the 
conductors does not
exceed 15 N/mm2. When more than one flexible cable or cord is used, the 
mounting instructions
shall state all necessary information to prevent any overloading of any cable 
or cord and ensure
the even distribution of the load.

For the calculation of the stress, only the conductors are considered.

When the mass of the luminaire suspended by flexible cables or cords exceeds 5 
kg per flexible
cable or cord, the design of the luminaire or of the flexible cable or cord 
shall be such as to
prevent any tension being applied to the conductors.

EXAMPLE A cable which incorporates suitable load-carrying cores.

The Irish wiring rules are based on IEC 60670-21. It states that the fixing of 
a luminaire shall be capable of supporting a mass of not less than 5 kg. Any 
heavier and the installer has to ensure that the fixing means is capable of 
supporting the mass of the luminaire. It also refers you to IEC 60364-5-52:20.

It might not be the same all over Europe. This subject may still be covered by 
national standards. I've never found one for UK, but I haven't searched for 
one. If you don't get any good replies, I know someone who may have the answer 
for UK.
