Have you ever used this parallel port with software besides emc2? did it work?
Have you checked whether there are any BIOS settings that control the parport? Did you try any pins other than pin 1, or using any pin but 18 for ground? Did halcmd print any errors? As Chris pointed out in one of his replies, a crucial part of the 'addf' command is missing. If the function is not actually being called, the reported value of parport.0.pin-01-out would change when you change 'tryit', but it would never actually change the voltage on the parport.
