Possible problems and things to check:


12V is pretty low for the 7I30, its driver chips will shut off at around 10V 
to protect themselves since they will not have enough MOSFET gate drive at 
that point.


Are the enable pins low? For output drive with the 7I30, you need 3 things:

1. Adequate motor power

2. Enable pins LOW  (ENA0=IO11,ENA1=IO10,ENA2=IO23,ENA3=IO22)
    LOW means LED on 7I31 is out

3. PWM signal ( and enough to detect with motor, probably > 10%)



Another possibility is that you have the motor or encoder lines reversed and 
EMC shuts down due to the (expected) following error. I dont know enough about 
EMC to know if this is the case.
