A cool idea, but I'm not sure it is a total solution.  For 
instance, once I changed from a center drill to a jobber's 
length drill, and forgot to re-set the Z offset.  This ended up 
plunging the drill bit into the work at 60 IPM, where it made it 
about an inch deep in the material before breaking.  Limiting 
the Z plunge rate would be good when below the clearance plane, 
but you'd want it to be fast above the clearance plane.  But, 
where the tool tip is relative to the work or clearance depends 
on the right offset for the tool length.  So, it is not a 
panacea for operator mistakes.  I make less mistakes now because 
I've experienced the obvious ones a few times, and because I've 
gotten my work scheme adapted to the fact I can do it wrong.

The best solution is thinking things through carefully and 
planning out the operations you will perform.
