Are you referrinfg to emcsvr (emc server)? if so, that one runs by default 
since emc2.0.x (if my memory serves me right).
emcpanel was some textmode GUI written by NIST quite some while ago, not 
sure anyone still knows/uses it.
there is keystick included with emc2, which should run without X. I say 
should because at the moment I think it uses xterm to run.. but you can 
probably change that (inside /usr/bin/emc)
