There are two aspects. The "tool number", as you say, could be nearly anything. However, the tool table (with all the tool data) is currently passed around between the parts of EMC as a whole. It needs to fit in some fixed size memory structures, so it can't expand arbitrarily. This page talks about the tool table format: http://www.linuxcnc.org/docview/html//gcode_main.html#sub:Tool-File There are two tool identifiers, the pocket number and the "FMS" field. FMS is an unsigned integer than identifies the tool. The existing limit definitely applies to the number of lines in the tool table. I don't know if it applies to the pocket number.
