Using anything (comma or dot) as a thousands separator is for accountants. If I see a punctuation mark in the middle of a number, I assume that is separating the integer part from the fractional part. I am aware that some people use comma and some use dot for that, but as long as they don't _also_ use thousands separators, it doesn't matter.
