Yes, in the config_name.ini file in the /home/user_name/emc2/configs/config_name/ directory. Each AXIS section in the file will have a OUTPUT_SCALE. Usually it is used to change the direction the axis moves (or rather, joint) by making it +1 or -1. Stepconf most likely set it for you, but it wouldn't hurt to go through the .ini file to get an idea of how it works.
