OUTPUT_SCALE is only used on servo systems, and even there it's not mandatory. INPUT_SCALE will be dropped in favour of SCALE on stepper systems, stepconf already only puts SCALE in a generated ini file. More details here: http://www.linuxcnc.org/docview/2.2/html//config_ini_config.html
