Seb and I were discussing that on IRC one evening. I think I convinced him that it would be nice if the watchdog slept quietly without being petted, until you "arm" it by setting timeout-ns to some non-zero value. Sometimes you just want to be able to test stuff - manually set a DAC output to some voltage, then check with a voltmeter, or manually turn a general purpose output on and off. Arming the watchdog as soon as the driver loads makes that impossible. I don't know if that the driver has been changed to let the dog sleep, and if so, whether that change is in the released 2.2.8, or only on CVS trunk.
