That has been changed in 2.3 or sometime before I'm not sure when. 
I just checked my 2.3 stepconf generated lathe file and it is a lathe style.

Yea, that is somewhat of a pain...

If you have a cyan cross then you still have an offset. 

As Axis tries to center up and zoom to the proper size on startup.
Change your preview plot to nothing or a file of your choice.

Add to your [DISPLAY] section 
OPEN_FILE="" 

and you will not get a splash file and the XZ will be centered.
