Where is the Index Mask I/O pin?

I was looking at a software solution before modifying the hardware.  I was
going to create a component that would set index-mask to "on" while the
encoder count was below some threshold, 2.5 * 4000 in my case, then enable
it after that.  Above, the threshold, index-mask will be off and the encoder
will trigger, reset the count to 0, and reset index-enable.
