You can get morse blanks then either slot it and add grubscrews as in
the commercial flycutters (you can use a rectangular shank tool) or a
round hole and get either bits of HSS (drill shaft) or carbon steel
and harden and temper

the one in this video is ordinary steel with a parallel shank in a
morse collet in the spindle and a hardened piece of carbon steel for
the cutter about 25 mm dia to giv you scale (can measure right now Im
a mile up the road)
