From the discussion I have heard there are many concerns about putting 
this functionality into EMC2 plus it is viewed as being very difficult.

However, I was working some some hal configuration the other day and 
there is a hal component that allows an offset to be put into a position 
command signal and at the same time it offsets the
feedback signal the same amount.     If EMC2 was paused and then the 
offset value changed to the hal component, I believe the axis could 
effectively be jogged back and forth via some hal pin that could be 
controlled via a PyVCP panel.

If you did that to each axis in your system I "think" you could jog 
around while paused.  But at the same time the DROs on the EMC2 screen 
would not change.   The trick to doing this would be that you would have 
to bring the axis back to a zero offset situation (more hal 
configuration and PyVCP buttons) before resuming the program or else you 
would have an offset your tool/axis position that EMC2 would be unaware 
of and you would probably be cutting your part in a manner you did not 
intend.  8-O

Doing a tool touch off in this state would be an entirely separate 
matter.  I don't see a way to do that in hal.
