Effectively you just combine all the elements from the typical HAL
files (either in one HAL file, or declare more than one HAL file in
the INI)

It will take some fiddling, but the easiest way is probably to create
a Mesa config with PNCconf, and a stepper config with stepconf, then
combine them.

You will need to combine any duplicated loadrt and addf statements,
and there will be some duplication of spindle speeds and e-stops etc
that will need to be resolved.
