Do you have steppers with software step generation?  If so, calculate
base_period according to your measured max latency, your step driver
timings and required step rate in Hz.  The same goes for software PWM
generation or encoder counting, if you're doing those things.
Otherwise, do not use a base period (specify BASE_PERIOD = 0).

For servo period, choose 1ms unless you have identified special needs
that call for a different period.  Almost all users of emc use a 1ms
servo period (SERVO_PERIOD = 1000000).
