If I remember right, EMC was initially developed by the US Department of Commerce's National Institute of Standards and Technology (NIST.gov) to help spur automation in commerce and industry (or some such). So yes, it was made for 6 guys to run a machine in their garage, AND for anyone (companies included) to enhance and expand products to grow the economy.
Since it was initially developed, it has had lots of continuing development, and been put under current licensing.
