So, arc centre is X=0.9688 Y=-0.2002

Radius from start to centre is 0.979020536
Radius from end to centre is 0.920323275

There simply isn't an arc that has the specified centre and that
touches both the start and end points.
J = -0.0015 is closer solution.

For a shape like that, though, you might like to look at the EMC2
NURBS features.
