Andy gave you the mathematical answer of why, but you probably want to know
how to fix it. The best way is to specify all arcs by radius, rather
than X and Y
distance to center, which can have a discrepancy due to roundoff, for
instance.
(Your code apparently was not just a roundoff error, but much bigger.)
If your CAM program can produce the r-format instead of IJ format, just
turn on that mode.
Your arcs will look like G03 X1 Y2 R0.125
