Siemens has a rather big plant that produces the Micromaster VFD drives 
and I believe some servo drives in the UK.   Siemens also has panel 
assembly, delivery and installation available for
drive systems.  I know they do that in Germany and also the US.  I'd be 
surprised if they could not deliver a packaged system to your location 
and start it up for you.

Some of their newer motor/drive combos should be able to do that easily.

If I was on your side of the pond I would quote that job for you.
