You can't. The 7i43 puts all pins into a high-impedance state when the
internal watchdog bites.
Your external circuits should be designed to kill power in this state
(ie when current stops flowing into the pins). In the case of my 7i43
installation the main motor power contactor drops out in this state.

I think that the Mesa daughter-boards all use negative logic in the same way.
