my Mesa card works very nice and everything goes fine till I close Axis.
When I close axis, EMC2 shuts down and all output pins on the mesa card go
high and the spindle starts working...

Yes, the proper solution is to use active low outputs to enable external equipment (7I43 manual page 18). This is because the only definable pin state on the 7I43 before it is configured is high (pulled up).

If you have a spindle solid state relay it should be turned on by a low 7I43 output not high. This can be accomplised by wiring the SSR + lead to 5V from the 7I43 card and the - lead to a 7I43 output, and setting the 7I43 output that drives the SSR to open-drain mode
