The added inertia of having a load would probably help.  But looking at the 
specs, it says 8000 rpm max, with a 75/1 range, which is another way of 
saying its minimum speed is going to be about 107 rpm.  I wouldn't be too 
surprised to find that it would be a quite nervous motor when asked to turn 
any slower than that for precise positioning, one 'step' might be more than 
a 1000 count encoders deadband.

However I do not have any such motors, so I am 'reading between the lines' 
a bit.  Your experiments of course will answer the question better that I 
can.
