Well, the iron and windings might be slightly different.  You can 
measure the
L-L voltages under different loads and adjust the number of caps between
terminals to get the best overall balance.  Also, it has been found that 
certain
motors simply make poor phase converters, and others make wonderful
ones.  I have never seen a definitive report on what to look for, though,
like older better than newer or vice versa, high-efficiency better than 
lower,
1725 better than 3450 or whatever specs are apparent from the outside.
But, you might just try a different motor on this converter.  ISTR that
you reported some large voltage fluctuations under different load
conditions a while back.
